I was told I could use an Apple Watch with the cellular feature without having a cellular plan for it (yes I know it will only have gps without a plan). The watch won’t complete the setup with my phone. Is this because I don’t have a data/cellular plan for the watch?
That should not be the problem setting up your watch. See the "Set up cellular on your Apple Watch" section in:

I figured it out. Cellular data was turned off in settings on my new iPhone. My old iPhone would tell me this if I tried to use an app that had data turned off.
