Why am I getting charged more than the cost of things
I always get charged $6 more than the actual price of my purchase. Is Apple charging me a fee

Are you talking about purchases from the iTunes Store? If you are in the USA, most states have a sales tax which Apple collects. There is no fee from Apple.
