If your apple ID has been disabled follow these steps:

If your Apple ID is locked or disabled - Apple Support


If your account is disabled in iTunes you will need to contact apple to be able to unlock it.

If your phone is disabled (as stated in the title of your post), see: If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support


If it is your Apple ID or your account, see:
