Can I prevent family members from making purchases on my account?

Have them buy/redeem Apple Gift cards to their accounts. Charges will be deducted from the account balance before the organizer's credit card is charged.

Apple Card

Gift cards redeem.

Gift Card - can’t redeem.

In my case the family member has a balance but when making a purchase it defaults to my credit card. Any ideas?
