"Optimize Storage" not showing in Music settings in iOS 14.4

I don't have Apple Music and getting it should not be a requirement for turning off the storage optimization that routinely deletes music on my phone.


That option is not in my "Music" settings. It's not in the "General" settings. It's not anywhere.


It comes up if I search it in "Settings," and it shows two "Optimize Storage" results in the Music and Photos section, but if I click either one, I'm taken to that menu and THERE IS NO OPTION.


WHY IS THERE NO OPTION?!


If Apple has truly crippled their music library software then I'm leaving for good. iTunes worked great for years and now it's not. What is the solution to this? Why are there so many similar discussions made with the same question and nobody has any answers?


Why isn't Apple addressing this?
