sync icloud *mp4 files

I am trying to download videos from old phones in * mp4 format to icloud via icloud windows. I transfer it to the icloud photo folder and an icon "File or folder waiting to be downloaded." Appears on it. When you hover over the file, the message "synchronization delayed" appears and nothing happens. How do I upload these files to Icloud?

Understood! 
First, I re-encoded the files into * MOV, with the h.264 codec, 
then ONE transferred them to Icloud Photo and waited 
for the icon "The file has been downloaded to your computer." To appear.
