I can not properly activate the iPhone

Hello!!! I have dreamed of buying an iPhone for a long time, I finally bought an iPhoneXR on eBay.com. this morning a parcel with a phone came to me. I live and am in the country of Georgia. I can not properly activate the iPhone. When I put the SIM card, it says 4G, but then the phone does not work. Please help with this
