I can not properly activate the iPhone. When I put the SIM card, it says 4G, but then the phone does not work. Please help with this

If the seller won't give you a refund, file a claim with eBay under their buyer protection program.

It is a stolen phone. You will never be able to use it. Return it.
Look through the Settings to see if it is carrier locked.
Get that lock removed by that carrier to use your local sim.
Take it to have examined by a local repair location.
