There is one last thing you can try/attempt, if you need an older version of an app for a much older iPad model.

If you own much newer iOS device that can run either iOS 12 and.or iOS/iPadOS 13 and later, you can install the most recent app/s onto that more recent iOS device.

Then go back to your older iPad, open the iOS App Store, go to the Purchases section of the store app, search for the app/s you wish to try and download to that older iPad and see if an older version of the app is allowed to be downloaded/installed to that older iPad.

These newer iOS/iPadOS devices must use your same Apple ID user account and password.

Failing that OR IF NO joy, then there is nothing more to be done.

If you need/want an iPad with an up to date iPadOS with access to current, updated apps, then you really need to seriously consider a purchase of a new iPad model OR a much, MUCH “newer” and less expensive, used iPad models, from better known, trusted Apple product/device retailers/resellers, locally or online, capable of running the latest iPadOS versions.

There are plenty of newer, older iPad models that can run the latest, current versions of iPadOS.

You haven't posted any hardware info, like what year and model iPad you own?

What exact iOS version it is currently running?

What is the rated, internal data storage space model of your iPad and how much of this free, internal data storage capacity is left inside of your iPad model?

If your gray colored hardware signature is correct, and you still have some iPad model that is still running iOS 11.x, it maybe beneficial for you to upgrade the iOS/iPadOS on that iPad to its most current version. Either iOS 12.5.1 or iPadOS 14.4, depending whwt the year and model your iPad is.

If you have access to a full computer, like a Mac or Windows PC, try either using the Finder on a Mac that has the newest macOS Catalina installed OR with an older Mac with an older Mac OS, download and install the latest iTunes version ( or latest iTunes for Windows PC ), make sure the Mac or Windows PC is connected to the Internet, connect your iPad by the USB charge cable to the computer and let the iTunes application upgrade/update that iPad model, using the iTunes Software Update feature, to its current, maximum iOS/iPadOS version, so you get get a more recent version of the Netflix app.
