I cannot delete app on my new iPad Air. There is no delete icon on top left of app coin after holding the app icon for a few second like my old iPad. Please advise, many thanks. PS, it is not pre-installed app. My new iPad is not on below list.
You need to check/verify your ScreenTime restrictions:
Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps - ensure that this permission is set to Allow

It still works the same way except you get both a X and a small pop-up menu now.
You can now either hold on an app for a couple of seconds OR hold anywhere on the iPads screen to start “jiggle mode” to move or remove/delete apps.
