phone is locked and indicates to retore with itunes; itunes is not finding the device. If we remove the device from the icloud - will this unlock or let us be able to restart the phone??

No. You must use a computer.
If it’s locked, because of attempts at pw entry, and it being incorrect then no. The phone is still locked. Erasing it from iCloud only unties it from that Apple ID.
