I have an iPhoto library backup on my external hard drive.
My old laptop with the iPhoto application is no longer working.
Is there any way to download iPhoto to a PC and extract the photos to JPEG format? Then, I could back them up on the cloud?
No, there is no version of iPhoto that ran on a PC.
You can recover the original files if you choose that:
Right click on the Library icon and choose 'Show Package Contents'. The originals are in a folder called 'Masters' or 'Originals' depending on the version you had.
