can a hacker change the settings on iPhone 8 or an iPhone 11 as I have found changes within the settings on my phone iPhone 8 Plus
Nope. Not unless the phone has been jailbroken. Settings do sometimes change when you do software updates (in my experience) and there may the occasional bug which can flip settings as well.
