Locating deleted file
How do I get back I file it delete it on iPad 4?

Whether or not you’ll be able to recover a deleted file will largely depend upon the App from which it was deleted.
Some Apps have a Recently Deleted folder - from which you can recover a deleted file. For Apps that do not have a Recently Deleted folder, file deletion is permanent. If permanently deleted, file recovery is not possible.
If you have an iCloud or iTunes backup of the device, you may be able to restore the deleted file (along with everything else) to your iPad.
