Photos will open both Aperture and iPhoto Libraries:

Hold down the option (or alt) key and launch Photos. From the resulting menu select 'Choose Library' and point at your iPhoto (or Aperture) Library. It will do the rest.

Try double clicking the Aperture Library and the iPhoto Library to see if Photos will open them.

I don’t know anything about Aperture, so I don’t know if it uses a “Library” bundle.

For iPhoto, you can ctrl-click on the .iphotoLibrary and choose “Show Package Contents” to open the folder. You could then import the Originals or Masters, or whatever folder your images are in if it doesn’t open in Photos.
