Should I upgrade, or no?
Is a late 2013 iMac worth upgrading to the 16 GB and adding an SSD or is it better to just buy a new iMac or MacBook Pro?

Only 27" iMacs can users upgrade RAM, 21.5" an AASP must do it. Neither can have an SSD upgrade, unless you find a location. In my opinion, it is better just to buy a new Mac, as yours cannot even get the newest version of macOS, and a new Mac is better in every way.
