I only see my most current backup

Actually, and I was told this by host as well, each iOS device saves two recent backups. The only way that you can see both of them is by erasing your device and then when you get to the point in setting up the device where you can choose an iCloud backup, you should see both of them.

There is only one backup per device in iCloud. Backups to iTunes/Finder on a computer can have multiple ones you can select.
