How to un lock an iphone for international use? Sprint just told me it cannot be unlocked for use in Mexico. Is that true?

iPhones can be unlocked. However if its locked to Sprint, then only Sprint can unlock it. https://www.sprint.com/en/legal/unlocking-your-sprint-device.html
If there's a reason they cannot unlock it, such as you are still under contract with them and must fulfill the terms before they can unlock it, then unlocking can be denied.
But there is no technical reason that prevents a device from being unlocked. Its a contractual policy issue in that case.
Once unlocked it can be used with a SIM card from a Mexican carrier if that is what you need.
