How can i backup over cellular data/phone

Only if you have two phones so you can use their hotspot and “wifi” to it.
There are alternative cloud possibilities like Google Photos or Paid-for Dropbox, One Drive, iCloud Drive etc etc to manuslly copy data and images to.
”iCloud photos” will store photos from now on in icloud but it isnt a backup.
You can't.
