multi language hello on ipad start up

When my mother-in-law starts up her iPad she is getting a multi-language series of "hello" instead of the usual window where she signs in. When she taps on the English "Hello" she can faintly see the sign-in window. When she signs in a white block takes up most of the screen and a message appears saying Apple updates are taking place and then she sees the little spinning beachball. At this point, it seems the iPad is locked. She turned off the device and the same thing happens on subsequent start-ups. Any isights to what is occuring?
