Not by Apple.
It may not be worth any cost to fix anywhere at this period in time.
Your 2014 iPad Air 2 model is nearing 7-years old now.
You would need to search and seek out online a local electronics repair center that is competent in repairing/replacing parts in Apple iOS devices, specifically, Apple iPads, to do a competent repair/replacement of that iPad screen and even that might cost more than that iPad Air 2 model is worth.
Also, there is a very strong chance that the 2014 iPad Air 2 will not get the next iteration of iPadOS, iPadOS 15.
So, there is that to consider.
It's 2021 now.
It now maybe really time to consider a new or much newer, “used” iPad model.
There are many newer iPad models with much faster internal processors and more internal RAM, and even larger screens than your nearly 7-year old iPad Air 2.
