IS THE CAMERA ALWAYS ON?!?!

Hello!!

Hopefully you guys can help me with this.

I am new to the iPhone XR as I got it from Kijiji a few days ago (but I did have iPhones previously) and there is a light right beside the ear speaker (at the front of the camera) that is always on when my phone is unlocked. I looked up the camera location and it looks like the light is from the camera?? I asked my sister who has the iPhone 11 and she says this isn’t normal... does anyone know what I should do or what this may be? I attached a picture of it so anyone who knows plz help!!!!!
