I'm new to this Apple Developer Console, I would appreciate your advice for the best approach to be familiarized with this system prior enrolling as a member.

I am not sure what you mean by Apple Developer Console, but look at the links in the Distribute and Account sections to learn about the non-coding aspects of developing an app for Apple's platforms. Look at the links in the Develop section to learn about the coding aspects of app development.
