If your media (music) was originally synchronised from an iTunes Music library on a PC or Mac computer, no, you’ll not be able to transfer media between devices - or access music on a different iPad using Home Sharing.

Your PC/Mac with iTunes can provide Home Sharing of its iTunes Music Library.
