I have no option to delete/remove an app entirely from my phone, only to remove it from my home screen. My daughter has the same phone and we compared side-by-side the ways that she does it Including the way I've done it on every other phone and checked on YouTube… mine never comes up with the option to completely delete any app, I can't even go into my settings and scroll down to a specific app and remove it that way either

Go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps and make sure it's set to Allow.

Turn off Screen Time, delete the app and then turn Screen Time back on.
