i have a macbook air with 10.11.6 el capitan OS. I would like to install microsoft office

where can I bu;y this and how do I update operating system?

The information on software updates says that safari 11.1.2 has been installed.

I tried buying microsoft office 2019 ....I could not download since it required OS 10.14

so...how do I upgrade my computer system and/or where do I find mcrosoft office for my macbook air ?

El Capitan is as high as that Mac can go. I think your only hope to run Office is to explore this:
