Upgrading Payment Structure?

When upgrading to 200GB:

So you are billed when you upgrade to 200 GB's 29.99 but then also billed monthly 2.99? Then after the first year, you are billed the annual payment again? So there's a monthly payment of 2.99 coupled with an annual bill of 29.99?

You should only have a monthly payment.
