How to delete apps permanently

Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps [Allow]

You delete them and then don’t install them again ever. If you’re trying to remove them from your App Store purchase history, you cannot do so. You cannot edit your purchase history and remove items. You can hide them, but that doesn’t prevent them from being reinstalled if you download them again from the App Store.
