Cards keep disappearing from Apple Wallet

Ever since iOS 14 update, every time I log out of my iCloud (which is sometimes required for a reboot), all my wallet items and notes disappear. It's a real pain to add them back (requires telephone verification EVERY TIME and a long wait). Is there a way to stop this? Also my notes don't always show up so I need to log out of iCloud again and start this painful process all over again

You don't need to sign out of your Apple ID all the time. Maybe we should get to the bottom of why you reboot so often. The cards are removed because you are essentially removing your identity from the device so it deletes anything personalized. You can force reboot without signing out of your Apple ID - Force reboot device - Apple Support. The notes will show back up if you go to Settings>Apple ID>iCloud>notes - turn on.
