Is it possible to check on whether a repairer is actually an Apple Certified iOS Technician?

Question

Is there somewhere that you can check whether their qualification is legitimate when not working for an Apple Authorised Service Provider?

And if legitimate what does this entitle them to repair on bagel of Apple?
