Using the phone in normal circumstances, I can barely hear the voices of callers.

Is there a volume adjustment for the iPhone 6? The sound level on phone use has been decreasing to what now is just a whisper of what it used to be. I have the ringer turned up.

Ear buds work just fine.

Yes, there are several "volume levels" to the iPhone.

Of note, the volume of someone you are speaking to is only affected if you turn the volume up or down while on a phone call; it's completely different from the volume level of say your music player.
