Did you install that or was it installed by your company if it's a company-configured device?
Companies can install profiles that prevent the deletion of apps company policy requires you to have on your device.
This did not help! Once I pressed and held on the app, delete was not an option.
What app are you trying to delete? Some are required for operation of the system and can't be deleted.

Settings > Screen Time > Content and Privacy Restrictions > iTunes and App Store Purchases > Deleting Apps > Allow ON
