Why does my shutter feature stay on?

Why does my shutter feature stay on? It slows my pictures when taking one. Is there a way to keep it off so each time I don’t have to keep clicking the live button.

If you mean you want live photos to be off by default then

Settings, Camera, Preserve Settings, turn live photos ON
Open camera and turn Live photos OFF.

It should stay off next time.
