Apple Pay/cash

I have my Child set up to receive money through Apple Pay. I’ve even sent $10. And my child cannot access it. When I go into settings it shows my child is turned off. So when I try to turn it on it tells me that my child already has Apple Pay enabled. What can I do to fix this issue?

Some of this may not apply but here are the links -

To set up Apple Cash Family you must first close any accounts that children already had. Make sure that the balance is zero then go here - Manage your Apple Cash account - Apple Support next, go here - Set up and use Apple Cash Family. (Additional support links View and limit your child or teen's Apple Cash activity, Leave Apple Cash Family, Apple Cash and person to person payments limits)
