I cannot purchase or download any apps from apple because I keep getting this verification notice with my
personal info but nothing happens.

Tap "Continue" and enter valid payment information if required. If there's problems doing this:
Tap Settings > [your name at the top] > Media & Purchases > View Account > Review Apple ID.
