I moved 75MB worth of pdf files into iCloud Drive on my Windows10 PC. I'm hoping to move these files to my iPad Air. But the status of the files has been sync pending for hours. Task Manager shows that no network transfers are occurring. How do I burp this system to get things to upload?
iTunes was of no help. The problem was an error in iOS 14.4 that did not let the iPad or my iPhone turn on iCloud Drive.
I had iCloud for Windows on my PC and that was necessary to sync the pdf files with the iPad, but even that was no help until I could get iCloud Drive turned on in the iPad.
The workaround, per Apple support, was to go to iCloud.com and click on Upgrade to iCloud Drive. It worked to turn on iCloud Drive on the iPad and sync'd the files.

Use iTunes to sync your iPhone, iPad, or iPod with your computer again. You can stop the sync and restart the devices before trying again.
Make sure to test multiple USB cables and USB connections. This will help determine if the hang up is related to hardware connection or software.
