I got a new credit card a month ago, and the old one is expired. I try to change the payment method in the menu Settings-Username-payment and delivery, but the system does not allow to change the card or add a new one, so I don’t know what to do...

Why can't you add a new card? What happens when you try? Error message(s)?
Log into your account in the App Store/iTunes and you should be able to change/verify it there. Or you can click the blue Edit payment methods in the article below. When signed in and the page loads, you will be on the credit card page. After updating that, click the Go Back button at the lower left and you will be on the address page. If you have a subscription, you need to add the new card, and then promote it to the primary payment method before you can remove the old card.

Thanks for the answer, the thing was that I belong to a family and in this case the payment method can be changed only by the family organizer (my wife), so I entered her IPhone and made the changes there. Thanks to Apple support team who led me across my IPhone menus with color arrow and advised me what to do
