Were you able to redeem the offer on your new Apple device? Do that first. Once you have the subscription, then you can access it on other devices as well. If you can't redeem your promotional trial of Apple TV+ - Apple Support

iPads with iOS 9 are not able to run the updated TV app to access Apple TV+ with (requires iOS 12.3 or later). They may be able to access Apple TV+ on the web, though.
