i have this phone i found and is disable, is there any way i can unlock it so i can use it. i tried restoring it but was unsuccessful. what is the best way to unlock so that i can make use of it?

Unless you know the owner and can get them to remove the activation lock there is nothing you can do with it. It’s a safeguard in place for the true owner. Otherwise stolen/lost iPhones would be used by whoever picked it up and set it up for themselves to use...versus deterring people from trying to use something they don’t have a right to without the permission of the owner.

It is activation locked specifically to stop you being able to use it. No way round it.
Because you can't open it.
Recycle it or turn if over to the police where you found it.
That means it’s locked so that you or no one else can use it until/unless the owner gets it back.
If it is activation locked it is useless. You cannot get into it.
