How to unlock an iPhone that was found?

i have this phone i found and is disable, is there any way i can unlock it so i can use it. i tried restoring it but was unsuccessful. what is the best way to unlock so that i can make use of it?

Unless you know the owner and can get them to remove the activation lock there is nothing you can do with it. It’s a safeguard in place for the true owner. Otherwise stolen/lost iPhones would be used by whoever picked it up and set it up for themselves to use...versus deterring people from trying to use something they don’t have a right to without the permission of the owner.
