Hello. I was given a device and he did a full reset on the device, but there is still a password on it and I don't know the password nor is this my device, like i stated i was given this. what do I do

You need assistance from the original owner.

As you will discover, unless you are the owner of the AppleID that was last used to activate the device, you’ll not be able to defeat or bypass the Activation Lock. With documentary evidence that you are the original owner (such as sales receipt showing the serial number), Apple may be prepared to assist - otherwise they and nobody here will be able to help you.

The owner needs to remove the password; if it is an Activation lock you are encountering, he needs to disassociate the device from his/her Apple ID/password.
You can give the device back to the person to do this; if they do not, then it will be useless to you.
