I bought a phone and the it’s iCloud locked.

This means that your iPhone has an Activation Lock on it. The iPhone is asking you for a password to an Apple ID that you cannot recognize. You will need to reach out to the seller and ask the seller to either return your money or give you the credentials necessary to remove the Activation Lock.
