MacBook Pro 2019 13" Touch Bar - flashing, flickering bar on display

My MacBook Pro 2019 13" w/ touch bar suddenly has a horizontal bar on the bottom of the display (in the area where the touch bar has a pop up menu) that flashes, flickers and at times mirrors the top of the screen. There's no physical damage, the laptop is in perfect condition. I called apple support and went through all of the possible software fixes and I've been told I'll need to send it in for repair, quoted at $599.... seriously?! I'm incredibly disillusioned by this situation. I've read post after post about the thousands of display failures on machines from 2016 onward. Does anyone have any updates on the display issues? I'll note that I still have my vintage 2008 (white) MacBook and it has never spontaneously combusted.
