Can’t log into Facebook, messenger or Instagram

My fb and insta were hacked and deleted. Now when I try to login with my new info on either the fb or insta app it says error has occurred try again later. But it will let me log in on my laptop. Can anyone help? Shld I do a factory reset? And I’ve deleted fb insta and messenger and re downloaded several times and nothing. Anything wld be appreciated thanks
