Will I get reset link on my email or phone number to reset password

My sister have a iCloud account and she has forgotten the password to the apple id which end with anu….icloud.com. I have the phone number but don’t have the access to the email which is linked with this same account!! I have the Gmail address and because this account is locked I can’t get the otp on email of iCloud
