First of all, you are not writing Apple. This is a user to user only forum. No one here works for Apple, nor can anyone help with this app.
Secondly, the App Developer controls which iOS version is required to use their App, NOT APPLE. If you have an old phone, which is not capable of running the required iOS version (in the case of Clubhouse, iOS 13), you'll need to buy a newer more modern phone, which can run the newer iOS versions.
You can contact the App developer directly however and ask if they have any plans to release a version which will run on iOS levels below iOS 13, but I wouldn't hold much hope for that.
