Every time I try to download a app it says view billing info then the app never downloads what do I do?

You maybe missing a field in your billing / payment screen. In settings, click your name at the top, go to Payment and shipping and check your info is correct. You may need to re add it. Also check Media and Purchases on the same screen hit View Account and then Manage Payments.
