Not able to make calls on my iPhone 8 plus

Please be advised I'm temporally in Egypt and transited thru Germany not able to make calls on my iPhone 8 plus! I require a iPhone more accepting with world usage. I live in the USA but mostly work internationally, please advise if the 12 Pro Max A2411 works in the USA flawlessly !

Your device is locked to a carrier and you can only use their sim.

That carrier will probably not work outside their service area.
