Again, you will need to contact your cellular voice provider. It appears that they are providing you with a SIM card that also tracks the amount of money you have on your account with them. Either there are insufficient funds or there is something amiss with the financial institution that you are using to fund it. That may also mean that you need to contact them as well. There is nothing anyone here, nor Apple that can assist you with this. Sorry.
