APFS format doesn't work with Airport Extreme Base Station in Big Sur

I used Disk Utility to format a new 8TB Seagate HD as APFS, then connected it to the USB port of my Airport Extreme Base Station A1521.

I used Finder to connect to the Base Station but was unable to see the drive. However I was able to see a 2nd non-APFS HD connected to the 8TB APFS drive's extension port.

When I reformatted the 8TB drive as Mac OS Extended Journaled GUID, the drive appeared in the Finder and Time Machine was able to access it.

How can I get Big Sur to recognize the APFS formatted drive so Time Machine can use that format, as recommended by Apple for Big Sur: https://support.apple.com/guide/mac-help/types-of-disks-you-can-use-with-time-machine-mh15139/mac

As Apple discontinued AirPort devices long before Big Sur, and if in effect AirPort devices were only housebroken on HFS+ formatted devices, then no firmware update for APFS compatibility would have been issued.

You might be better served to format the 8TB drive as APFS case-insensitive with Disk Utility (as I have done) and plugging it into a USB3 hub for Time Machine usage.
