Can I disable the 911 call but still call my emergency contacts on my Apple Watch? My daughters live next door, so I would rather call them and they will decide if calling 911 is needed...

Emergency contacts are not called until after 911 has been called and the call is completed. You can provide feedback to Apple if you would like to see the ability to call emergency contacts instead of 911, or a way to bypass the 911 call if you can by using this link here, www.apple.com/feedback/watch.html
