Preview only saves first page of multi-page PDF in Big Sur

After editing a multi-page pdf in Preview, the program will only save the page I last worked on of the document when I "Save" or "Save As." This began happening after I upgraded to Big Sur (which was when I got my M1 MacBook Air).


I have for years edited PDFs in Preview and saved the documents simply by command S or File>Save. I have also used "Save As" to rename the file. The document was always saved in full -- with all changes and edits. And I was able to bo back in a change fill-in boxes.


Now the only work around is to print to a PDF. An OK work around except:


  1. This locks me out of fillable PDF forms as the answers are frozen and I cannot delete -- only overwrite.
  2. I sometimes forget. Which a big issue after filling out pages and pages of an application or other document and then when I hit save I only have the first page -- which may not even contain any edits.


I have looked up and down the internet but only found the Big Sur Preview "bug" about not being able to save encrypted docs.


Has anyone else had the same issue and is there a box or some other setting I need to check?
